Mark MacAulay
MA CCC RP President & CEO
Mark is a registered psychotherapist with 20 years of experience in the mental health and social services sector. Mark is known for his ability to envision a bold future and make it a reality through sound strategy development. As an integrative thinker, Mark keeps the client at the center. He is unwavering in his dedication to improving access to mental health and addiction supports in the region and further afield.
Before joining Ottawa Salus in 2021, Mark was the Director of Mental Health and Community Programs at Family Services Ottawa. There, he worked closely with the Royal Ottawa Mental Health Centre, the Canadian Mental Health Association Ottawa, and the Ottawa Health Team – Équipe Santé Ottawa. Mark co-led the development of Counselling Connect, a community mental health and addictions platform on which more than 20 community partners provided free phone and video counselling.
Mark has also served on various regional committees, including the Regional Planning Table for Trans Health, Champlain Virtual Care Committee, Champlain Quality Improvement Committee, Ottawa Family Court Community Liaison and Resource Committee, and the Canadian Counselling and Psychotherapy Association Clinical Supervision Committee.
Mark holds a business diploma, an undergraduate degree in Philosophy and Economics, and a Master’s in Counselling.

Allie Lee
Director of Communications & Public Affairs
Allie is an experienced communications strategist with over a decade of leadership across political, agency, and corporate sectors. She brings a steady, solutions-focused approach to complex communications challenges, with deep expertise in issues management, stakeholder engagement, and strategic positioning.
Prior to joining Salus, Allie served as Director of Public Affairs at Enterprise Canada, where she led strategic communications efforts for national clients across a variety of sectors. In this role, she helped organizations navigate high-stakes issues, engage key stakeholders, and build public support for complex initiatives. She previously served as Director of Communications at the Liberal Research Bureau, where she where she oversaw communications strategy for the federal Liberal caucus. Her work focused on clear, values-driven messaging in a fast-paced political environment, alongside team leadership and strategic counsel on both policy and communications.
At Salus, Allie focuses on building clear, consistent communications that reflect the work and values of the organization—from internal storytelling to public advocacy. She brings a practical, collaborative approach to her work, and is committed to helping bridge the gap between policy, practice, and public understanding.
Why Salus
I was drawn to Salus because supportive housing is one of the most powerful tools we have to promote health, dignity, and stability—but it’s often under-recognized, underfunded, and incredibly complex to navigate. I want to help change that. The focus Salus places on meeting clients where they are and on collaborating with partners to best respond to community need resonates deeply with me. I’ve seen firsthand the power of community and what happens when people rally around a shared purpose. I’m honored to be part of a team that rallies around those who need extra support—and to help ensure that something this essential gets the attention, investment, and understanding it deserves.

Lynda DaCosta
Director, Human Resources
Lynda joined Salus with over 25 years of experience in Human Resources within the public and not-for-profit sectors. She earned her CHRP/CHRL designation in 2003 and has established herself as a trusted and respected leader throughout her career. Known for her results-oriented approach, Lynda has significant experience in leading change and developing and delivering HR programs and services that drive impactful results.
In addition to her professional accomplishments, Lynda has contributed her expertise as a volunteer Board member for two not-for-profit organizations and is actively involved with Parkrun Orleans. Outside of work, Lynda is an avid long-distance runner and cyclist, demonstrating her dedication to both personal and professional excellence.

Nan Wehbe
Director, Philanthropy
Nan is an accomplished fundraising and engagement strategist with over 15 years of experience driving transformational revenue growth for mission-driven organizations in both the nonprofit and political sectors.
She spent more than a decade with the Liberal Party of Canada, where she led major donor programs and national events, significantly expanding the organization’s donor community and increasing fundraising outcomes year over year. At the Heart and Stroke Foundation, Nan spearheaded a multi-year initiative to advance women’s heart health and played a key role in launching a national grant program supporting students from equity-deserving communities.
Nan also served as Director of Philanthropy at the Native Women’s Association of Canada (NWAC), where she secured a landmark donation that had a lasting impact on the organization’s capacity to serve Indigenous women and girls. In 2025, she led fundraising efforts for the Mark Carney Leadership campaign achieving record results and setting a new benchmark for political fundraising in Canada.
Throughout her career, Nan has remained deeply committed to advancing equity, inclusion, and systemic change through the power of philanthropy.

Papa Ladjiké Diouf
Director, Clinical Services
Papa Ladjiké Diouf is a member of the College of Registered Psychotherapists of Ontario. He studied psychology and sociology, specializing in various issues based on trauma. He has been working as a psychotherapist for 19 years, including 10 years as a clinical supervisor and clinical director. He has worked in several environments (Africa and Canada) and with different clienteles (men, women, adolescents, couples and families) on a variety of issues (trauma, migration, depression, anxiety, sex workers, street children, addictions and concomitant disorders, etc.).
His current interests include mental health and housing, historical and intergenerational trauma, racial issues, immigrant clientele, and the mental health challenges faced by Black people. He is the Leader of the Ottawa Black Mental Health Coalition and co-directed work on the anti-racism program for Addiction Mental Health Ontario and the City of Ottawa. He is married with two children.

Mélanie Vadeboncoeur
Chair
Mélanie Vadeboncoeur is a lawyer and consultant who works with corporate and public sector clients in various areas of the law, including on corporate and governance issues.
For more than a decade, she has sat on multiple boards of directors for not-for-profit organizations in Ottawa. She has also supported countless fundraising initiatives in the community. Mélanie first became involved with Ottawa Salus in 2014 as a member of its Fund Development Committee.

Janet Yale
Past Chair
Janet Yale, ICD.D, is an accomplished leader and senior executive with many years of management experience in the private, public and not-for-profit sectors. She served as the President and CEO of the Arthritis Society (Canada) from June 2012 to January 2020 after a long career in the telecommunications and broadcast sectors.
During the course of her distinguished career, she received a number of awards including the Queen Elizabeth II Golden and Diamond Jubilee Medals. She was also named as one of Canada’s 100 Most Powerful Women by the Women’s Executive Network.
A lawyer and economist by training, Ms. Yale is certified in governance by the Institute of Corporate Directors. A long-time volunteer, Ms. Yale currently serves on the boards of Ottawa Salus, the Queensway Carleton Hospital Foundation, WPBS and Business for the Arts.

Candace Sutcliffe
Board Member
Candace Sutcliffe, based in Ottawa, Canada, is a dedicated advocate for mental health with a robust background in fundraising and philanthropy. Her involvement with The Orleans Health Hub Campaign Committee and role as Chair of The Royal Ottawa Young Professional Network highlight her commitment to community well-being. With 18+ years leadership experience at CA Paradis/The Chef’s Paradise, Candace excels in strategic planning, financial literacy, and capital planning. She is passionate about fostering inclusive environments and collaborating with diverse stakeholders to drive positive change within our community. Candace is also a 2019 Ottawa Business Journal Forty Under 40 recipient.

Colleen O'Connell-Campbell
Board Member
Colleen O’Connell-Campbell leads O’Connell-Campbell Wealth Management at RBC Dominion Securities. With a career spanning over two decades, Colleen is a dedicated wealth advisor with an entrepreneurial spirit. She dedicates her career to helping entrepreneurs achieve their financial goals and plan successful business exits. She is the host of “The Cash Rich Exit Podcast,” where she offers actionable strategies and ‘fun, frank advice’ to business owners.
Outside of her professional life, Colleen is a long-term runner and shares her reflections (the intersection of business and self care) in her bi-weekly column, “Running Reflections.”
Born and raised in the Ottawa Valley, Colleen is a passionate advocate for mental health awareness and fundraising within her community. Colleen is a founding member (2011 to present) of the philanthropic group “Women For Mental Health” at the Royal and previously served on the Royal Ottawa Foundation Board of Directors (2016-2021). She lives with her loving husband, Scott, and their two sons, David and Ashton.
Why Salus
Colleen’s decision to join the Board of Directors at Ottawa Salus is deeply personal and driven by her own experiences. Her brother, Danny O’Connell, tragically died by suicide in 2004. This loss has fueled her passion for mental health advocacy and her desire to support initiatives that de-stigmatize mental health issues and provide tangible help to those in need. Colleen believes in the critical importance of stable housing and comprehensive support services, which aligns perfectly with the mission of Ottawa Salus. By joining the Board of Directors, she aims to leverage her strategic financial expertise, leadership skills, and dedication to make a significant impact in the lives of those facing mental health and substance use challenges.

Fiona Murray
Board Member
Fiona’s work and volunteer activities have taken her around the globe. After honing her marketing and event-planning skills in Europe and the United States—including six years with the public affairs team at the Canadian Consulate in New York—she landed back in Ottawa following 9/11 where she was offered the position of executive assistant to Maestro Pinchas Zukerman, the National Arts Centre’s (NAC) Music Director. While at the NAC, Fiona was appointed a director of the Zukerman Foundation for Young Artists and a director of the NACO Music Instrument Foundation.
Since 2010, Fiona has continued her work as a private development (fundraising) and event consultant raising several million dollars for charities in Canada and the United States. She is excited to bring her expertise, passion and skills to Ottawa Salus where she hopes to contribute to this most amazing organization.
Fiona holds a Bachelor of Arts degree in Psychology from Loyola College at Concordia with an Honours in Human Development from McGill University. She has been on the Ottawa Salus Board of Directors since 2019 where she continues to Co-Chair Soirée Salus. She also currently sits on the Board of Directors of the Rockcliffe Park Foundation.

Kevin Yemm
Board Member
Kevin is a professional Urban Planner, a graduate of Ryerson University, who has worked in the Ottawa homebuilding industry for 17 years. He is employed at Richcraft Homes Ltd. and enjoys the role of Vice President of Land Development – Investment Portfolio and he currently serves as the Chair of the Builder Developer Council for the Greater Ottawa Home Builders Association. In this role, Kevin works closely with related industry leaders, politicians and senior municipal staff on housing and land development policy direction and implementation.
Before a career in Urban Planning and Land Development, Kevin worked in Toronto at the Ontario HIV Treatment Network (OHTN), funded by the provincial Ministry of Health. His role at the OHTN was to help to develop a data collection system for traditional and naturopathic treatments and outcomes with participating patients at Ontario hospitals and alternative health care networks while also privately practicing Homeopathic Medicine in Toronto, ON.
Kevin is living in Ottawa and raising 3 teenagers with his spouse.

I hope to lend my experience in housing and land development to help Salus achieve its Vision and Mission. I consider myself very fortunate to have the opportunity to give back to my community. Susan Moore
Board Member
Susan is a Tax Partner with Deloitte and has over 30 years of tax experience in the areas of corporate and personal taxation. She specializes in advising high net worth private clients on a wide range of tax issues, and is currently leading Deloitte’s NPO/charitable sector. Susan counsels charities and non-profit organizations on various income tax matters including governance, reorganizations and legislative income tax restrictions. Susan has served as a member of the Queen’s Gift Planning Advisory Committee along with several other organizations, and is currently on the Board of Salus Ottawa. Susan is a CPA and a Trust and Estate Practitioner.

I chose Salus as I have been struck by Salus’ commitment and approach to helping individuals experiencing the challenges of mental health, addictions and homelessness. I am excited to be part of an organization offering innovative solutions and best practices that enrich the lives of the individuals served by the organization and strengthen the Ottawa community by empowering individuals to rebuild their lives and contribute positively to society.

Timothy Moran
Board Member
Timothy (Tim) Moran, PhD, MD, FRCPC is an Indigenous (Métis) psychiatrist who works at The Royal Ottawa Mental Health Centre in the Community Mental Health program and The Substance Use and Concurrent Disorders program. He provides mental health care to individuals experiencing homelessness or unstable housing and frequently sees the direct positive impact that stable housing can have on these individuals.

Vincent Baulne-Charland
Board Member
In his current role with BMO Nesbitt Burns as an Associate Portfolio Manager, Vincent is responsible for the development and the execution of the investment strategy to invest on behalf of private clients across multiple asset classes and geographies. As part of this role, he gathers and analyzes industry, financial, macroeconomic, technical and company specific data, alongside internally-generated data, to develop a medium to long-term vision on the economy and financial markets. Before starting his professional career, Vincent was a competitive student-athlete. As a hockey player, he was recruited and received a full scholarship to play at an elite prep school in Greenwich, Connecticut, before joining the men’s varsity hockey team at the University of Ottawa. He was also a Futurpreneur Canada mentor, supporting young entrepreneurs in the development of high-impact small businesses. His favorite books include The Lean Startup, Start with Why, The Virgin Way and Zero to One.
Vincent earned a Bachelor of Commerce degree with a specialization in Finance from the University of Ottawa Telfer School of Management with Honours (Magna Cum Laude) and is a CFA charterholder. Vincent continues to play hockey in his spare time and enjoys playing tennis and golfing.

“I firmly believe that access to stable housing is fundamental to the recovery and well-being of individuals battling addiction. Salus’ commitment to not only providing housing but also offering support services aligns with my own values and aspirations for creating positive change in our community. I think this is a growing society challenge that needs to be addressed with more resources. I witnessed first-hand extreme poverty and homelessness while working and living in developing countries of Africa in a previous job. In my opinion, with the resources and wealth available in Canada, there is no excuse for a developed country to have high levels of homelessness. With the right group of individuals forming the right organization, like Salus, I’m convinced this is the right way to help solve the issue. Putting my skills to good use with Salus is the best way for me to be a small part of the solution.”
